This landmark legislation represents a crucial step forward in modernizing and strengthening the protection of health data in an increasingly interconnected digital landscape.
“The Health Information Privacy Reform Act addresses critical gaps in existing regulations and provides a much-needed framework for responsible data sharing and innovation,” said Tina Grande, CEO of the Healthcare Trust Institute. “As consumers become more reliant on data companies outside the traditional HIPAA framework to manage their health information, it is imperative that we have clear and consistent rules in place to safeguard patient privacy while fostering advancements that can improve patient outcomes and lower costs.” HTI believes the bill provides a framework for privacy protections that will foster greater trust between consumers and businesses, leading to greater sharing of health information and life-improving innovations. Key concepts embodied in the Health Information Privacy Reform Act that the HTI particularly supports include: the establishment of robust national privacy, security, and breach notification standards for all personally-identifiable health data outside of HIPAA; ensuring that fraudulent actors do not gain access to patient health records by claiming they are acting on a patient’s behalf when in fact they are not; encouraging the use of “privacy enhancing technologies” to advance research and data analytics; and the establishment of uniform de-identification standards for all health information.
